What does having an Energy Performance Survey Show?

An Energy Performance Certificate shows what the average person, living in that volume of space, with its construction mythology and the insulation, the glassing and  heating systems as fitted are likely to achieve in terms of Energy Efficiency and CO2 emissions.  Further the EPC gives recommendations on how to improve these factors.

To carry out a survey  a surveyor
known as a Domestic Energy Assessor (DEA), will visit the property, take a number of measurements, inspect the heating systems, insulation, (loft and cavity walls, if fitted) and the glassing to determine the age and likely efficiency.  No invasive work is carried out, no holes drilled or floorboards lifted.  A number of photographs are taken to verify what has been seen by the surveyor.  Each surveyor has to be Accredited by one of nine accreditation bodies.  Each DEA's work is regularly audited and they are CRB checked.

The requirement for an EPC comes from an EEC directive which aims to reduce energy consumption and CO2 emissions by making householders aware of their present consumption.  A very large percentage of energy consumption and CO2 emissions comes from domestic households.

Rather like the ‘Fuel consumption’ figures for new cars, the Energy Performance Survey and resultant Certificate (EPC) aims to give an idea of the energy consumption of an average householder living in that amount of space might consume and how, by making small changes, they may reduce their expenditure on energy.  A Certificate gives a rating based on its energy efficiency, but doesn't take into account how the home is used by the occupants.

The Certificate will give the building a rating from A to G. An A rating shows it's very efficient, meaning lower fuel bills, while G is inefficient, meaning higher fuel bills. The Certificate will also show the building's environmental impact by indicating its carbon-dioxide emissions.

Before an EPC can be issued a Domestic Energy Assessor (DEA) must make a site visit and carry out a survey of the premises.  The survey will take between 30 and 60 minutes to perform.  The DEA will not at that point be able to give any results as the information needs to be entered into a computer program for the Energy Rating to be worked out.

The DEA will have undergone a course of training, taken exams and presented a portfolio of work in order to become qualified and accredited to carry out this work.  As part of a Domestic Energy Assessors (DEA's) accreditation, a check of the DEA's Criminal Record is made with the Criminal Records Bureau (CRB).  During the accreditation process, the DEA will also have to prove that there are in place both Public Liability and Professional Indemnity Insurance policies sufficient to cover any liability. The DEA must also undergo compulsory continuing professional development.

All Energicert Ltd DEAs have undergone this training and accreditation process. They will also be undertaking further training to be able to carry out surveys on commercial properties.

Energy Performance Survey
When the DEA arrives, he (or she) will need to inspect, and make note of, the following property details:

     
  • The approximate year of property construction.
  • Of what are the walls and roof constructed and if there are any signs of or certificates for cavity-wall insulation.
  • Make note of the internal or external dimensions of the property.
  • How much of the property has been double glazed and note when these were installed, and if they meet the current FENSA standards for double glazing.
  • How the property and water are heated, making a note of the model of boiler and the type of fuel used and flue type.
  • Type of heating system used, are there any thermostats and what controls or programmers are used.
  • A note of any secondary heating and if there are any open fireplaces.
  • The number of low energy light-bulbs.
  • Roof insulation and thickness, this will mean access, if feasible, to the loft space.
  • What, if any, solar panels are used and if they are for heating water or making electricity.
  • Check the type of hot water cylinder and inspect and make note of the insulation jacket or foam covering.
  • Check for excessive window area in larger houses.
  • Take measurements of conservatories and extensions.
  • Note the number of habitable rooms that are heated.
  • Draw and make notes relating to home and room layout.

All of these notes will be kept for 15 years following the survey.
